We are deeply saddened to learn of the passing of our colleague, Mr. Frank Blackman on Thursday, March 03, 2005 in Newnan, Georgia.

Mr. Blackman served with dedicated remarkable service to the District Court of the Virgin Islands for more than 47 years. He was a valuable well-rounded experienced employee, one who gave distinguished service to the courts, and touched many lives. His dedication and presence around the District court will be greatly missed. We have lost one of our own, a man for many of us who have had the privilege of working with and loved by all!

Our condolences go out to his family, adopted daughter and caretaker, Janice Francis and her family.
